The Government's Steps in Supporting the Paper Industry and Domestic Enterprises Amid the Covid-19 Pandemic

The government has decided to continue focusing on addressing the difficulties faced by production and business activities, promoting investment capital disbursement, ensuring social security to maintain economic growth momentum, and striving to achieve the socio-economic development goals set by the National Assembly. Among these efforts, the government has focused on the following tasks and solutions:

A 15% reduction in land rental fees for businesses, organizations, households, and individuals who are directly leased land by the State under agreements with competent state agencies, and who have had to halt their production and business activities due to the impact of the Covid-19 pandemic in 2020.

Exemption from guarantee fees for loans backed by the government in 2020 for aviation enterprises with outstanding debts as of December 31, 2019; a 50% reduction in takeoff and landing fees, as well as flight operation services for domestic flights from March to September 2020; a minimum price of 0 VND for aviation services regulated by the state from March to September 2020.

A 2% reduction in direct and indirect interest rates for small and medium-sized enterprises from the Small and Medium Enterprise Development Fund; a 50% reduction in registration fees for domestically produced or assembled vehicles until the end of 2020 to stimulate domestic consumption.

Extension of the deadline for excise tax payments on domestically produced or assembled automobiles for amounts arising from March 2020; the extension period will not exceed December 31, 2020. The government is also studying amendments to the excise tax regulations to support domestic production.

A pilot program approved by the Prime Minister to allow telecommunications accounts to be used for small-value transactions (Mobile money).

Extension of work permits for foreign specialists, business managers, and technical workers who are working in enterprises; new work permits will be issued for foreign specialists, business managers, and technical workers to replace those unable to enter or re-enter Vietnam.

Promotion of supporting industries for the garment industry, industrial paper, electronics, and other key industries.

The Ministry of Industry and Trade has been and will continue to accompany enterprises in addressing the difficulties regarding raw materials, accessories, and export markets for both the current period and the forecast for the second and third quarters of 2020.
